Jammu and Kashmir is located in the northern part of the Indian state of the Indian subcontinent and Karakoram in the northern part of the Himalayan mountain ranges to the west. The cultural, ethnic, and linguistic structure of Jammu to Kashmir varies across the state depending on the region. About two-thirds of the population follows Islam, which is higher than any other Indian state. The remaining third belongs to Hindus. There are also minorities of Sikh and Buddhist religions. Urdu is the official language of the state.

As a State, Jammu and Kashmir maintained a special place within the Union Government of India. Unlike the rest of the states, which are bound by the Indian Constitution, Jammu and Kashmir followed an amended version of this constitution - as described in the Constitution (Request from Jammu and Kashmir) Order, 1954 - which entered the state. When Jaish's suicide bomber plunged a 100kg of explosive vehicle into the bus in Pulwama District. The attack also left several critically injured.

Jaish Mohammad, a terrorist group based in Pakistan, claimed responsibility for the attack. Police identified the suicide bomber as Adil Ahmed alias Waqas commander from Kakapura in Paloma. 

In August 2019, the Union Government effectively suspended the Constitution of Jammu and Kashmir and set up a framework for its distribution in the central region of Jammu and Kashmir and the central part of Ladakh. Under this framework, the central territory of Jammu and Kashmir will be administered by a Lieutenant Governor, (not by Jammu Kashmir CM) appointed by the President of India. Jammu Kashmir will consist of a legislative assembly, whose members will be elected for a five-year term, though it may be dissolved by the lieutenant governor before the term expires. Unlike state legislators, who have constitutional authority over public discipline and policing, those matters will remain under the jurisdiction of the Union Government (represented by the Lieutenant Governor). The area will send five elected representatives to the Lok Sabha (lower house) and four members elected by the Joint Legislative Assembly and Council to the Rajya Sabha (upper chamber) of the National Parliament. Similarly, the area of ​​central Ladakh will be governed by a lieutenant governor. Unlike Jammu and Kashmir,  Ladakh does not have a legislative body. It will send an elected representative to the Lok Sabha. The two main territories will be attended by a High Court comprising the Chief Justice and 11 other judges, appointed by the President of India.

In August 2019, the national Government suspended Article 370 of Jammu and Kashmir and applied the Indian constitution in the region. From this, the central government has full control over the rule.
